FIRE STARTER ARRESTED
 G.S. - On Wednesday around 5:45 p.m., the Mohave County Sheriff's Office and the Golden Shores Fire Department responded to the Golden Shores Trailer Park. MCSO had a call from a resident that another resident had started a fire both inside and outside his mobile home. Upon investigation by MCSO and GSFD, neither could find any evidence of any fire. However, the accused resident was taken into custody on a previous warrant. No other details are available.

 Colorado River - Over Labor Day weekend, the Mohave County Sheriff's Office Waterways deputies handled a total of the following calls:

The Lake Havasu City Police Department is investigating the death of a California man found floating in the Bridgewater Channel early Monday morning. The man is identified as Timothy Eugene Heck, 26, of Fontana, Calif. A recreational diver found the victim’s body in about 8 feet of water at about 4:30 a.m. According to city spokesperson Charlie Cassens, there were no obvious signs of trauma or foul play, and an autopsy - including toxicology test - is scheduled to ascertain the cause of death.
Lt. Randy Johnson with the Mohave County Sheriff’s Office said that the agency has seen a trend on the water that is considered a positive move. "We’re encountering a lot more than we used to of designated drivers, so we think that the message is getting across."

SUSPICIOUS
 Mohave Valley - Mohave County Sheriff's deputies responded to a Mohave Valley residence in reference to a possible telephone fraud on Wednesday (9/3) at about 9:00 am. The woman told deputies that she received a phone call from a person who identified himself as a representative with Wal-Mart who was holding a $50.00 cash prize for her, however, the "representative" told the woman she needed to provide her full name along with her address. When asked, the male caller would not give his name to the woman. A manager of Wal-Mart was contacted and advised that they are not currently soliciting for any cash prizes. The Mohave County Sheriff's Office would like to remind everyone not to give out any personal information to anyone that you do not know.


LHC COUPLE KILLED IN CRASH  
Ashfork, AZ - A Lake Havasu City couple was killed in a two-vehicle collision over the weekend. Robert Hallowell, 48, was pronounced dead at the scene of the accident that occurred on Highway 89. His wife, Carmen, 48, was transported to Flagstaff Medical Center where she was pronounced dead from injuries sustained in the wreck. According to Department of Public Safety reports, the crash occurred when the driver of the other vehicle, Kyle Gutierrez, reportedly crossed the center line and smashed into the Hallowell's vehicle. Gutierrez was also killed in the accident. A fourth person, the Hallowell's daughter, was transported to a Phoenix hospital with head injuries. An investigation into the incident continues.

RV PARK GROUP WINS ENGLISH VILLAGE
 Lake Havasu City - A subsidiary of a company that owns RV parks in Lake Havasu City, Parker and Needles, was the top bidder for the English Village Tuesday afternoon. City officials said winning bid came from a group called English Village LLC for $4.1 million. Officials say that the group was formed by Colorado River Adventures to purchase the village, however TSN was unable to contact a spokesperson for Colorado River Adventures to verify their intentions. The English Village went up for auction as part of a bankruptcy process. Former owner Epic Resorts has the opportunity to retain the English Village by matching the highest bid plus three percent by Friday.

HOUSING AFFORDABILITY INDEX HOLDS NEAR 30-YEAR HIGH -- Housing affordability conditions slipped in the second quarter but still were at the second highest level since 1973, according to the National Association of Realtors. David Lereah, NAR's chief economist, said low interest rates have been the biggest factor in favorable housing affordability conditions. "Historically low mortgage interest rates largely offset higher home prices, keeping housing affordability close to a three-decade high," he said. "With a recent rise in interest rates, the Housing Affordability Index can be expected to slide but remain very favorable." The median existing-home price is $168,900. The median family income was estimated at $53,285. According to the Federal Housing Finance Board, the average effective mortgage interest rate for existing homes was a record-low 5.58 percent during the second quarter, down from 5.90 percent in the first quarter.

SCHOOL TAX CREDIT PROGRAM CHALLENGED
 Phoenix - One popular way for Arizona schools to make extra money may be eliminated, the Citizens Finance Review Commission is looking at cutting several tax breaks, including the school tax credits. The credit enables taxpayers to donate to schools for a like credit off of the taxes. For the changes suggested by the citizen commission to go into effect, they need to be approved by the state legislature or sent to the voters as a ballot measure. The commission was formed by Governor Janet Napolitano in January to give a citizens look at tax laws and to make the code stimulate the economy. The Topock School System has initiated extensive public awareness campaigns in previous years urging Golden Shores residents to take advantage of the credit.

CIVIC ASSOCIATION EXECUTIVE BOARD UP FOR GRABS
G.S. - At the board of directors meeting of the Golden Shores Civic Association on Wednesday evening, Alberta Thrasher presented her resignation. It was also announced that the rest of the executive board will no longer run for re-election. Also some of the regular board members have resigned and others term has expired. Therefore, this year will present the opportunity for a whole new administration of the Civic Association. It is hoped that some people will step up that want to take the bull by the horns and make some good things happen this coming year. A nominating committee will be assigned from the membership in September, the nominations will be made known in October, the final vote will be in November, and the new officers will take office in December. The first general meeting of the season will be next Wednesday, the 10th, at 7:30 p.m. For information call the Civic Association at 768-2121.

MEETING SET FOR NEIGHBORHOOD WATCH
G.S. - A meeting date has been set on Thursday, September 18 at 6:00 p.m. at the G.S. Fire Department. We have had good response to the articles in this paper and The Civic and we have a good list of people that intend to participate. We hope to see you there. G.S. - Food Share, which was shut down the end of June, is making slow progress. The men of the local Baptist Church are working on a program. We recently learned that Alberta Thrasher, local director of Food Care, has basically given up. Her health is not good and she is tired. It is time for someone else to take over. The men of the church really want to do this, but it is going to take a little more time. Watch here for details.

GROCERY CHAIN FINED
San Diego - A California judge has ordered Albertsons, the nation's second-largest grocery chain, to pay $1.8 million for scanner overcharges in some California stores. The San Diego District Attorney's Office says the ruling covers penalties, costs and improvements at Albertsons stores to ensure accurate pricing. Albertsons must hire a scan coordinator whose only job will be to ensure that prices advertised match those charged at checkout. The Idaho-based company says most of the errors occurred after the buyout of Lucky Stores in 1998 and that the issues raised in the case are now behind them. Albertsons operates about 2,300 grocery and drugstores in 31 states under the Albertsons, Jewel-Osco, Acme and Sav-on Drugs names.

G.S. - The Golden Shores Women's Club is gearing up for a busy season. Their first event of the fall is their Rummage Sale which is called The Mother of All Rummage Sales. It will be held next weekend, 2 days only, September 12-13 from 8:00 a.m. - 3:00 p.m. at the Civic Center.
