Recent investigations about Arizona’s Juvenile Corrections Department (AJDC) and Department of Motor Vehicles (DMV) have made headlines. Although these problems started years ago, my office is addressing them and implementing appropriate reforms. When I learned that personnel at DMV were issuing illegal driver’s licenses, I immediately formed a task force to address the problem. Recommended reforms are already under way. An Inspector General for the ADOT has been appointed to oversee these efforts and ensure that effective safeguards are implemented. Investigation of fraud, misconduct and abuse are now subject to independent review. Our action plan also establishes new procedures in DMV offices to reduce the potential for fraud. We have decreased the number of acceptable documents that can be used to obtain a driver’s license and have added document-verification experts to DMV offices.

RACE FOR THE WATER
Mohave County -
The Mohave County Water Authority is trying to secure a Colorado River water allocation that will be divided and sold to Authority members Lake Havasu City and Bullhead City. MCWA President Tom Griffin said the water could be purchased from the Yuma area Cibola Valley Irrigation District within 60 days. Griffin said the MCWA could acquire up to 5,900 acre-feet of water per year from the District that he says is trying to sell an equal amount to the Hopi Indian Tribe. Griffin said the MCWA, in turn, intends to sell the water early next year when appropriate state and federal approvals are obtained. The Lake Havasu City council has authorized an expenditure of up to $5.35-million to purchase up to 3,000 acre-feet of water per year from the MCWA. The Bullhead City council has authorized an expenditure of up to $6.25-million to buy up to 2,500 acre-feet of water per year. Griffin said he believes it's likely that the water acquired from the District would be equally divided between the two cities.
FIRE STARTED BY PROPANE TORCH
Kingman -
A detached garage that burned in Kingman has been determined to have been caused by an illegal weed propane torch. The owner apparently put the weed burner away hot, igniting combustibles in the garage. The recently filled gas tank of one of his vehicles ruptured, and spread to a pair of propane tanks. In all, the fire did an estimated $20,000 worth of damage. The fire department does not expect the owner to be charged for his illegal weed burner use, as he was cooperative in the investigation and the fire did not damage any property other than his own.

KIDS USE ROCKS FOR ROBBERY
Bullhead City -
Two 16-year-old Bullhead City boys reportedly approached a man in his front yard with baseball size rocks in their hands and demanded all of his money. Officers were able to catch the suspects after a brief foot chase and the two were then booked into the Kingman Juvenile Detention Center on charges including felony aggravated robbery.
BANK ROBBER CAUGHT
Kingman -
An elderly man used a note and his 25-foot motor home to allegedly rob a Kingman bank.
Kingman Police responded to a call that the First Arizona Savings Bank had just been robbed. Reportedly an elderly man walked into the bank Tuesday morning and handed the cashier a note that indicated he had a bomb in his pocket. The cashier surrendered the money and the bank robber, Melvin Neva, age 67 of Golden Valley, got off with around $3700.
An officer that was in the area spotted an man driving a 1972 Pace Arrow motor home driving southbound on Golf Dr. from the area. Officers affected a traffic stop and saw a clear plastic bag full of money lying under the front seat. Seven minutes after the initial report, Neva was in custody and the money had been recovered.
ANOTHER METH LAB SHUT DOWN
Bullhead City -
Last week 55-year-old Michael Stech Jr. was arrested. Bullhead City Police said that there was a bunch of paraphernalia and chemicals found. "What I saw was a usable amount of finished product, of a powdery substance located on a plate in the oven," said Carrie Conner of BHC-PD. "There were different glass beakers with an unknown liquid in them... just all the stuff that it takes to cook methamphetamine was in there."
Four felony charges, including possession of chemicals and equipment to manufacture dangerous drugs, were levied against Stech. He was booked on all charges and taken to the jail in Kingman.
POT BUST TURNS UP BOMB PARTS
Lake Havasu City -
About a month ago a large pot bust that took place in Lake Havasu City. Anthony Michael (Tony) Guarnieri, 22, of Lake Havasu City was arrested after a police search of his home turned up a sophisticated marijuana grow operation, dozens of plants, garbage bags filled with contraband, a number of weapons and bomb making parts.
However, Guarnieri had only pled guilty to attempted possession of marijuana for sale, an offense that will get only probation and community service. Public Defender Steve Hauser, who represented Guarnieri, said his client took advantage of a great deal. Guarnieri is scheduled to be sentenced on Oct. 22.
DOMESTIC VIOLENCE MONTH
Bullhead City -
October has been designated National Domestic Violence Awareness Month, and in a statement released by Sen. Jon Kyl’s office announced Wednesday the Senate’s passage of a resolution aimed at raising awareness of domestic violence in the United States. The senator offers some advice to anyone who feels like they’ve been a victim: “Seek help by talking about the problem with law enforcement, a counselor, a relative, or a friend. Don’t suffer in silence.”

Another successful rummage sale! I would like to say thanks to everyone who generously donated to the sale. I am especially grateful to the more than 45 volunteers that stepped to the plate and helped transfer, unpack, set up, price and sell the tons of merchandise we had accumulated. Shame on me for mis-judging the loyalty of the Women's Club members and their spouses. An additional thanks goes to all of the non-members that pitched in to help. Then I would like to say thanks to the shoppers. You are the ones that put us over the top. I would like to thank everyone that has supported me over this past 10 months. It is a great feeling to know that I have the respect of so many. In the past 10 months we have had 18 new members join our ranks. That, in itself speaks well for the reputation of the Women's Club. Let's keep it going. The Women's Club is open to all area women. There are no dues and no requirements for becoming a member.
